ADM. ROBERT L. WALTERS DIES
SURFACE WARFARE DEPUTY CHIEF
Robert L. Walters, 65, a retired vice admiral who was deputy chief of naval operations for surface warfare, died of cancer July 17 at his home in Fairfax.
A leading ordnance expert, Adm. Walters was the flag officer in charge of the surface navy from 1981 until his retirement in 1984, after 40 years in the Navy. He served five tours in Washington, starting in 1960. His assignments here included program manager for the anti-ship missile defense program, director of program information and director of general planning and programming.
Since 1984, he had been president of Walters Associates Inc., a consulting firm serving Navy contractors.
A native of Oblong, Ill., Adm. Walters enlisted in the Navy in 1944 and graduated from the U.S. Naval Academy in 1949.
He served aboard the USS Missouri during the Korean War and on the USS Berkeley and USS Brooke. He was executive officer of the USS Providence while it served as the flagship for the commander of the 7th Fleet during the Vietnam War. He later was commanding officer of the USS Belknap in the Mediterranean.
Adm. Walters had a bachelor's degree in electrical engineering from the U.S. Naval Post Graduate School and a master's degree in business administration from Auburn University. He also was a graduate of the Air War College.
He served as commanding officer of the Naval Ship Weapon Systems Engineering Station in Port Hueneme, Calif., commander of a cruiser destroyer group and battle group commander for the 2nd and 6th fleets during the 1970s.
In 1982 and 1983, Adm. Walters headed the U.S. delegation on the prevention of incidents in the air and on the seas in meetings in Moscow and Washington with Soviet delegates.
Among his military decorations were the Distinguished Service Medal, the Legion of Merit with two gold stars, the Bronze Star and Navy Commendation Medal with Combat V and the Joint Services Commendational Medal.
He was founding president of the Surface Navy Association and a member of the National Security Industrial Association, the Navy League and Army-Navy Country Club.
Survivors include his wife, Diana Walters of Fairfax; two sons, John Walters of Newport News, Va., and Andrew Walters of Ventura, Calif.; and a brother, Philip Walters of Tucson.
